GUARDIAN CORPS of AMERICA (GCA) Operation EDDA Homeless Persons Survival Kits Movement!
A Very Special Group
Guardian Corps of America considers the good people who donate to the GCA mission extraordinary and very special.
Approximately two (2) years ago Anthony E. La Piana, founder and president of GCA was invited to speak before The St. Vincent de Paul Society at Divine Providence Church.
The presentation was about the suffering and plight of our homeless veterans in the greater Chicago land area.
Shortly after GCA (La Piana) received communication from Jackie Wasielak, president of The St. Vincent de Paul Society at Divine Providence Church offering support for the GCA mission by donating hygiene products, clothing, non - perishable food, and other essential supplies.
Not long after GCA picked up the supplies at The St. Vincent de Paul Society at Divine Providence Church.
La Piana said: "I will never forget that first day we picked up supplies from Jackie and her group. It was an incredible sight to see the abundance of brand new products carefully organized. There was a lot of everything, including hygiene products, socks, caps, gloves, bottled water, and non - perishable food, which is what we requested.
Ever since that day Jackie makes it her business to contact GCA asking if the mission is in need of more supplies. She does all the organizing and instructs her group of donors what is exactly needed. It is amazing how fast the supplies are ready for pick up after our request is made.
All the people from The St. Vincent de Paul Society at Divine Providence Church are so wonderful to work with and truly compassionate and caring toward our homeless veterans."
Guardian Corps of America would like to say Thank you to those who shopped and delivered the supplies to GCA. They are; Jackie Wasielak, president of The St. Vincent de Paul Society at Divine Providence Church, and to Denise Sikorski, Hillary Dyke, Jo Ann Oczkowski, Susan Mocerino, and Dennis Wasielak.
Jackie said: "The St. Vincent de Paul Society at Divine Providence Church mission is to help those in need, and the homeless veterans are those individuals we are proud to serve and supply them with the basic needs you ask us for. One of St. Vincent de Paul's famous quotes: "Go to the poor: you will find God"

Linder said: I was honored to work with Tony to help bring Opal into his home! Since Opal needed some extra care getting acclimated to life outside of a shelter; I asked Tony to visit Opal several times and take her on several walks prior to taking her home. We focused on creating a lot of positive reinforcement to help Opal understand that a new geographical location can be a good thing. Tony was a patient and mindful as a foster dad and always checked in with me if needed help. Tony also got a trainer involved to help Opal with the remainder of her journey! After several months, some patience and training; Tony made it official and adopted Opal, now Babe!!! EVERYONE at Animal Care League was so proud of both Tony and Babe.
I think their story is inspirational because Babe was homeless for several months and we don't know what sort of environment she started her life in. My dad was in the air force so I have a special place in my heart for veterans and their transition back into regular life after they have served. It's not easy; but with time, patience, and puppy kisses, anything is possible!
Note: Tony is Anthony E. La Piana, founder and president of GCA.

OPERATION EDDA: Guardian Corps of America ( GCA ) was out in full force distributing Homeless Person Survival Kits, warm winter clothing, gloves and socks and sleeping mats to the homeless on 90/94 - North Avenue and 90/94 Fullerton Avenue in the city of Chicago.
Notice the fence in the frame below of this post. The fence was erected by the city of Chicago and the alderman of that ward. The fence is to act as a barricade preventing the homeless population who once lived under the 90/94 underpass - North Avenue from re-establishing a village for them to live.
WHY?
Anthony E. La Piana, founder and president of GCA said; "Where are Chicago's homeless suppose to live now that their small village has been destroyed? I ask, is that the way to end homelessness in Chicago? By forcibly removing the little belongings they have? It is a mortal Sin to do this to our fellow Americans who are down on their luck. I always said be nice to the people on your way up. Because you may meet them on your way down. Food for thought for those who think they are better."

OPERATION EDDA: Guardian Corps of America ( GCA ) supports the study and research to finding a long term cure for cancer. More must be done to fight against cancer. It is projected that one ( 1 ) out of every five ( 5 ) Americans will be diagnosed with some type of cancer illness within the next ten ( 10 ) years. This is an alarming statistic! American cancer associations must do more to find a cure to fight against cancer. We have waited long enough for more positive results. The first step to the problem is raising the level of awareness bringing to the forefront of the minds of the American people this extremely important issue.

La Piana, TS Sargent World War II died September 18, 2005. Mr. La Piana was a U.S. Army Military Police Officer. Mr. La Piana is the Father of Anthony E. La Piana, founder and president of GCA.
OPERATION EDDA is named after EDDA CONTE - La Piana the Mother of Anthony E. La Piana, founder and president of Guardian Corps of America ( GCA ). EDDA and William met in Italy during World War II. At the time EDDA was living in a shelter for displaced families. EDDA was just 19 years of age, her home was destroyed during the war and the entire family was relocated to an abandon school building used for families who lost their homes due to the war.
After U.S. Soldiers and U.S. Allies finally drove the Fascist and German Army from Grosseto, Italy. The town where EDDA lived with her family. It was shortly after that EDDA and William would meet and eventually get married. December 8, 1945 EDDA CONTE - became an American War Bride.
The war in Italy broke out in 1939 when EDDA was just 14 years of age. The war ended when EDDA was 19 years of age. Her life was spent trying to survive and for a time she was homeless living in a school building - classroom converted into a shelter for the homeless. EDDA never forgot the war and always taught her children, especially her youngest son Anthony to always try and help the homeless, less fortunate and those disadvantaged.
EDDA CONTE - La Piana legacy lives on today. As EDDA's son I offer my deepest gratitude and appreciation to all the wonderful and fine people who help support GCA, especially GCA volunteers and contributors.

Anthony E. La Piana, founder and president of GCA, La Tanya Gamblin, GCA Area Representative - Area # 3 - Cook County and William ( Billy ) Gebel Jr., Area Coordinator - Area # 1 - DuPage County engaged the homeless on Harris & I-290 Expressway and from there drove to lower wacker drive in Chicago where things got interesting. Billy Gebel Jr., was his natural self helping everywhere he could engaging the homeless working alongside both La Tanya and La Piana. It was a gratifying experience. GCA Reps also encountered another small group distributing clothing and blankets to the homeless. A very nice family trying to help those in need.

Official PRESS RELEASE Guardian Corps of America
On October 27, 2017 Guardian Corps of America ( GCA ) representatives Anthony E. La Piana, and Mike McCleavy were invited to be on VETERANS VIEWS RADIO SHOW hosted by Patrick O'Donnell. Veterans View Radio ( WJOB ) is located in Hammond Indiana and can be listened on 1230 AM & 104.7 FM on your radio dial. Patrick O'Donnell is a veteran himself and founder of VETERANS VIEWS RADIO SHOW.
La Piana, founder and president of GCA and McCleavy, Area Representative- Area # 1- DuPage County for GCA drove together to Hammond, In., to be interviewed by Radio Personality Patrick O'Donnell. The opportunity came to GCA via Bridget Lattanzi, GCA volunteer. Bridget is always looking out for opportunities for GCA and suggested La Piana contact O'Donnell and see if he would agree to have GCA reps on the show. That was done.
La Piana and McCleavy were interviewed for an hour along with other veterans who were involved in assisting O'Donnell that day. Other veterans assisting O'Donnell were, Robert Kuelper, Green Beret, Vietnam and Colonel Dave Hinshaw.
Photographs were taken by Anthony E. La Piana, founder and president of GCA while being interviewed inside the radio studio. La Piana sat directly across O'Donnell and clicked away capturing the others with his lens while the broadcasting was live. La Piana said " I wanted to bring Mike McCleavy with me because of the great job Mike has been doing for GCA helping the homeless and homeless veterans in Illinois. I also felt Mike could deliver a distinct view of what GCA does for homeless veterans and the homeless. Considering Mike started with the organization less than a year ago. It is always a great idea to allow the public hear from both a non - military veteran like myself and a military veteran like Mike in regards to the GCA Mission. It gives the listeners a chance to hear two distinct perspectives on homelessness.
"It is imperative that the American people hear not only from the founder and president of GCA but from an individual like Mike McCleavy who can give his experience of what it is like to work for an organization like GCA which operates on a Direct Out Reach basis dealing directly with the homeless on the streets of Chicago. I have been doing this work for 30 plus years and my experience is deep, sharing that, coupled with Mike sharing his most recent experiences gave O'Donnell and his radio listeners the opportunity to get a very solid and concrete picture of what the current situation is like today for veterans living on the streets, and in shelters in the Chicago land area. I feel both myself and Mike did an outstanding job presenting a very clear picture of the despair veterans experience living homeless in the Chicago land area."

Official PRESS RELEASE
Guardian Corps of America
On September 10, 2017 Guardian Corps of America ( GCA ) attended the 75th annual Bataan Memorial in Maywood, IL. Anthony E. La Piana, founder and president, William * Billy ) Gebel Jr., Area Coordinator - Area # 1 - DuPage County and Larry Swanson, GCA volunteer of GCA were present at the memorial to honor our fallen hero's at the Bataan Death March during World War II. It was a wonderful event put on by the Maywood Bataan Organization, which is organized every year by Retired Colonel Richard McMahon, Vietnam. Retired Major Edwin Walker, Vietnam, and Steve Gibson board member. GCA stands ready to honor and pay tribute to our fallen hero's. The Bataan Death March is one of the most horrific acts of brutality ever inflicted upon American military men and women in war. It is not known in school text books and almost practically absent from history books. The brave men and women of the American military who were captured by the Japanese army suffered greatly while held in captivity, many were used as slave labor to build the corporations that exist today in the country of Japan. In 2003, Anthony E. La Piana, founder and president of GCA was asked to testify before the Human Relations Committee in city hall in Chicago on behalf of a resolution asking for an official acknowledgement of this dark chapter in world history. To this very day the government of Japan has not officially apologized for the atrocities committed against the American military men and women held in captivity. The government of Japan is in denial and refuses to admit to the crimes they committed against American military men and women. La Piana personally has a signature petition circulating the country asking the government of Japan to pay reparations to the victims and their families, and a official written (documented) apology made to the victims who lost their lives at Bataan and those captured and held in captivity. WE SHALL NEVER FORGET Bataan!

La Piana said; "My Wonderful MOTHER - EDDA CONTE - La Piana first introduced me to the DAILY WORD many, many years ago. I will never forget the words of inspiration my MOTHER spoke that day. She handed the DAILY WORD Booklet to me and said; "Anthony, read this booklet and you will find how inspirational it is, and when you read the messages, you will think the words were written especially for you." To this day I read the DAILY WORD and I still have the exact same Booklets from forty years ago that my precious MOTHER kept in our home. Furthermore I added the DAILY WORD Booklet to the Homeless Person Survival Kit so those in need can find both comfort and hope in the messages."
EDDA CONTE- La Piana, American War Bride, survived world war II in Italy, came to America, sacrificed, raised a family, and made many contributions toward the national development. EDDA CONTE- La Piana was an advocate for the poor, less fortunate and disadvantaged. EDDA had a special place in her heart for orphan children.

Official PRESS RELEASE GUARDIAN CORPS of AMERICA
The Sick and Elderly in America?
Protecting MOM and DAD!
Anthony E. La Piana Founder and President Guardian Corps of America
Guardian Corps of America is dedicated to protecting and defending the sick and elderly in our society.
Is Your Nursing Home Making you Sick? Long-term Care Facilities Provide An Ideal Environment For Communicable Diseases?
Overcrowding is a common problem and complaint at many nursing home facilities. These facilities house large numbers of elderly residents, often in close proximity to each other, creating the ideal environment for dangerous outbreaks of communicable diseases. Communicable diseasesare diseases that spread from person to person (contagious, infectious). These diseases are caused by germs (fungi, viruses, bacteria, and parasites).
Disease Prevention
Communicable diseases are spread by organisms that live in the soil, water, and air. They can be spread by:
- Touching
- Breathing
- Eating
- Drinking
- Kissing
- Sexual contact
- Insect bites
- Animals
Our bodies have numerous microorganisms that live both in and on our bodies without causing problems. However, for people with compromised or weakened immune systems, opportunistic diseases and infections can occur. The elderly are particularly vulnerable to these diseases. The most effective tool in combating communicable diseases is prevention. Many elderly nursing home residents are already weak or ill, and their systems cannot fight any new diseases or infections as well as when they were well.
Nursing homes must take precautions to prevent dangerous communicable diseases and protect their residents. Unfortunately, nursing homes are the ideal environment for these infections. This is because residents live in close proximity to each other with limited common areas, shared meal areas, and shared sources of food, water, and air. Furthermore, there is a constant stream of new residents, staff, and visitors entering and leaving the facility, transporting pathogens as they move.
Steps To Prevent Disease In Nursing Homes
In order to prevent communicable diseases, nursing homes should:
- Keep residents and staff up to date on vaccinations
- Ensure that the facility is regularly cleaned and surfaces sterilized
- Require nurses and other staff members to change gloves for each new task, especially after touching a resident
- Frequent hand washing
- Wear protective clothing and masks when dealing with contagious situation
- If a resident is sick, limit their exposure to other residents and common areas
- If necessary, isolate the sick resident or even quarantine residents who have been exposed
Bacterial infections can be treated with antibiotics. Viral infections, on the other hand, cannot be treated with antibiotics, but there are some antiviral treatments available. And, anti-fungals can be used to treat fungal infections.
Some states, such as Illinois require nursing homes to report disease outbreaks. The Illinois Department of Public Health (IDPH) requires that some communicable diseases be reported to a local health department or IDPH (Reportable Communicable Disease Cases, 2000-2008). This is so the state can help prevent dangerous outbreaks, put people on notice, and provide proper treatment.
Proper hand washing techniques
Hand washing procedures:
- Use a paper towel to turn on the water (avoid touching any surfaces that might be contaminated)
- Wet your hands and forearms
- Apply soap to your hands and lather
- Rub hands together and over forearms for at least fifteen seconds (make sure to wash around nails)
- Rinse hands under stream of water with hands pointing down so they don’t drip toward elbows
- Using a clean paper towel, dry hands
- Use paper towel to turn faucet off
- If no hand washing facilities are available, use antiseptic gel or towelettes
Types of Communicable Disease
Communicable diseases can be caused by bacterial, viral, or fungal organisms, or even parasites.
Common bacterial diseases:
- The common cold
- MRSA (Methicillin-Resistant Staphylococcus Aureus)
- Botulism (foodborne)
- Clostridium difficile (C. difficile / c. diff)
The common cold is spread by direct contact or breathing in droplets of nose/throat secretions. When a nursing home resident has a cold, it is important to monitor the resident to ensure that they cover their nose and mouth when sneezing or coughing. In addition, staff members should ensure that tissues or other soiled materials are properly disposed of, and that any surfaces that the resident touches are properly sterilized.
MRSA is a bacterial infection that is often resistant to multiple antibiotics. This infection is most common in hospital settings, but is also a significant problem in nursing home facilities. This infection is spread through direct contact, often by the hands of a health care worker who touched an infected patient. Therefore, proper hand washing is especially important in preventing MRSA. (See “MRSA In Nursing Homes On The Rise Amongst Residents and Staff”)
C. difficile is another infection that is common in hospitals and long-term care facilities. Older adults are more at risk for this infection, especially after undergoing antibiotic therapy. (See “Left Untreated, Stomach Aches Can Be Deadly For Elderly Nursing Home Patients”)
Common viral diseases:
- Influenza
- Hepatitis A, B, C
- Infectious mononucleosis
- Shingles
Influenza or the flu is a common illness, but for the elderly, it can prove fatal. Adults over 50 years old are at most risk for influenza-related complications. Older adults can develop ear infections, acute sinusitis, bronchitis, pneumonia, and encephalitis. Pneumococcal pneumonia can be deadly for elderly nursing home residents. Health care workers and people with certain chronic diseases should be vaccinated each year. Unfortunately, flu shots are less effective in older adults, but the vaccine is still recommended for people over 50.
Hepatitis A is spread by fecal-oral contamination or by a contaminated food handler. If a nursing home staff member contracts Hepatitis A, it is important to ensure that they do not return to the facility for one week after onset of symptoms; if they handle food, they should not return to work for two weeks.
Common fungal infections:
- Ringworm (reddish ringlike rash caused by direct or indirect contact with items contaminated with fungus from skin, hair, or scalp)
Common parasites:
Head lice are parasitic insects that feed off human blood and lay eggs in the scalp. Lice is extremely contagious. Therefore, if one resident has head lice, all residents should be examined. Nursing home staff must ensure that grooming tools, hats, scarves, etc are not shared and are stored separately.
Nursing homes must take precautions to prevent communicable diseases because elderly nursing home residents are vulnerable to dangerous complications. Many residents already suffer from various diseases, infections, and conditions, and their bodies are weakened. Older adults are already at higher risk for certain infections, such as the flu. And, they are more at risk for dangerous complications, such as pneumonia.
Proper hygiene and cleanliness can go a long way to prevent these communicable diseases. If you or a loved one suffered injury from a communicable disease at a nursing home because of unsafe practices or inadequate precautions, you may be entitled to compensation from the facility where the illness originated.

Facts & Misconceptions
Facts about Homelessness
HOMELESSNESS IS CAUSED BY LOW WAGES AND THE LACK OF AFFORDABLE HOUSING.
Homelessness is primarily an economic problem; the lack of affordable housing and low wages. The high cost of living, low-wage jobs and high unemployment rates force individuals to choose between food, housing and other expenses.
According to the National Low Income Housing - 2013 Out of Reach report, the Illinois housing wage is $17.02 an hour. This is based on Fair Market Rent (FMR) of $885 for a 2-bedroom apartment in Illinois, and assumes a 40-hour work week for 52 weeks a year. In order to afford this level of rent and utilities – without paying more than 30% of income on housing – a household must earn $35,392 annually. With the Illinois minimum wage at $8.25 an hour, a worker must work 82 hours per week, 52 weeks per year. Or a household must include 2.1 minimum wage earners working 40 hours per week year-round in order to make the two-bedroom FMR affordable.
In Chicago, 50% of all renters are cost burdened. Half of all homeowners pay over 30% of their income towards mortgage payments¹
It takes a family of 3 (adult, preschooler, school-aged child)$55,273 to make ends meet in the city of Chicago.²
Nearly 90,000 Illinoisans working full-time year-round still fall below the poverty line.³
The current unemployment rate in Chicago is 10.2%
In 2009, there was a shortage of 180,000 affordable rental units. It is estimated that this gap is likely to grow by an estimated 44,000 units by 2020.⁴
In other words, low income renters cannot afford to live in the cities and towns where they work.
THE AVERAGE AGE OF A CHILD EXPERIENCING HOMELESSNESS IN CHICAGO IS 9 YEARS OLD
Homelessness has devastating consequences on children. Children that lack stable housing experience chronic stress and trauma from frequent moves, inconsistent relationships, lack of places to play and from witnessing domestic violence. The stress and trauma is physically, emotionally and cognitively damaging to them.
According to The National Center on Family Homelessness’ 2010 America’s Youngest Outcast Report, children experiencing homelessness:
- 97% move up to three times within one year
- Have experienced abuse and neglect along with the stresses associated with the loss of their home, safety and sense of security
- Go hungry at twice the rate of other children
- Have three times the rate of emotional and behavioral problems, such as anxiety, depression, sleep problems and aggression
- 40% attend two different schools in a year and 28% attend three or more different schools
- Have four times more likely to have delayed development and twice as likely to have learning disabilities
- Are 16% less proficient at reading and math than their peers
- One-third repeat a grade
- Have little or no positive interaction with adults
OVER 2000 YOUTH NEED TO FIND A SAFE PLACE TO SLEEP ON ANY GIVEN NIGHT IN CHICAGO
Chicago Public Schools identified 2,512 unaccompanied youth attending their schools in 2012-13, teens who were homeless and living without parent or guardian. There are only 360 youth beds in Chicago.
Homeless youth face daily challenges while living on their own. They need to secure food and shelter, find a job or return to school. The choices many make in order to survive are often not good for them and can affect their adult life.
Consequences of youth experiencing homelessness⁶:
- 32% have attempted suicide
- Victims of rape and assault at 2 to 3 times higher the rate than their stably housed peers
- More than one-third of homeless youth engage in survival sex (when sex is exchanged for money, shelter, food or other basic needs)
- Only one in four graduate from high school
- Greater risk of suffering from chronic health disorders like asthma and diabetes²
- More likely to suffer from anxiety disorders, depression and post-traumatic stress disorder²
Main causes of youth homelessness⁷:
- Family conflict or severe economic hardship
- Aged out of foster care system
- Victims of physical, sexual or emotional abuse
- Escaping from alcohol and drug abuse in the home
- Sexual orientation
Unaccompanied youth need age appropriate and specific supportive services in a safe setting, far from the hazards of street life. A stable residence with adult supervision is the first step in addressing underlying issues that will shape the course of their lives.
1000 VETERANS ARE HOMELESS ON ANY GIVEN NIGHT IN CHICAGO
According to Volunteers of America - Illinois, approximately 1000 Veterans are homeless on any given night in Chicago. Over 25% of soldiers returning from Iraq and Afghanistan are showing acute symptoms of Post Traumatic Stress Disorder – a significant factor in the high rate of homelessness for Veterans. Approximately 90% of homeless Veterans were honorably discharged from military service and more than 1/3 of them specifically served in a combat zone during their military service. Right now, the number of homeless Vietnam era veterans is greater than the number of service persons who died during that war. Already, veterans returning from Iraq and Afghanistan are appearing in the homeless population.
MORE TAXPAYER MONEY IS SPENT TO PLACE A FAMILY IN AN EMERGENCY SHELTER THAN IN A PERMANENT HOME.
According to the National Alliance to End Homelessness, emergency shelter beds funded by the US Department of Housing and Urban Development’s Shelter Grant Program cost $8,000 more than the average annual cost of a Section 8 Housing Certificate.
In addition to the personal costs that families experiencing homelessness incur, the societal costs of family homelessness are also significant. These costs include the utilization of publicly funded services such as police, hospital, emergency and impatient serves, and the correctional systems.
AMONG ADULTS EXPERIENCING HOMELESSNESS, ONE-THIRD ARE VICTIMS OF DOMESTIC VIOLENCE
From the Conference of Mayors 2012 Status Report on Hunger and Homelessness, it is estimated that among homeless adults in Chicago, one third are victims of domestic violence.
Domestic violence is one of the primary causes of homelessness for women and children⁸. Domestic violence affects women and their children; women often fleeing without a plan only to find themselves and their children in physical and economic trouble and without housing stability.
Shelters provide immediate safety to battered women and their children and help women gain control over their lives. The provision of safe emergency shelter is a necessary first step in meeting the needs of women fleeing domestic violence.
I was honored to work with Tony to help bring Opal into his home!
